COMMITTEE SUBSTITUTE

A Concurrent Resolution describing Oklahoma Historical Society competition to select official Rock and Roll Song; specifying how and when nominated songs shall be narrowed by an expert panel; specifying composition of expert panel; specifying that the public will be allowed to vote for the official Rock and Roll Song; providing that winning song will be presented to the Oklahoma Legislature in 2009.

WHEREAS, the Oklahoma Legislature has adopted a State Folk Song (“Oklahoma Hills”, Jack and Woody Guthrie, adopted 2001), a State Country and Western Song (“Faded Love”, Bob Wills, adopted 1988), and an official State Song (“Oklahoma”, Richard Rodgers and Oscar Hammerstein II, adopted 1953); and

WHEREAS, Oklahoma has been home to many exceptional rock and roll performers and song writers and no official Rock and Roll Song has been adopted; and

WHEREAS, the people of Oklahoma should be integral in selecting the official Rock and Roll Song; and

WHEREAS, in 2009, the Oklahoma History Center will celebrate the state’s rock and roll heritage in an exhibit entitled "Another Hot Oklahoma Night".

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE 2ND SESSION OF THE 51ST OKLAHOMA LEGISLATURE, THE SENATE CONCURRING THEREIN:

THAT the Oklahoma Historical Society will host a web site located at the Internet address www.oklahomarocksong.org, as well as have polling locations at special events and at the Oklahoma History Center, allowing the public to nominate an official Rock and Roll Song.

THAT in August 2008, the nominations will be pared to ten appropriate songs by a panel of experts.

THAT this panel will consist of an appointee by the Governor, an appointee by the Speaker of the Oklahoma House of Representatives, an appointee by the President Pro Tempore of the State Senate, two appointees by the Office of the Oklahoma Film and Music Commission, and two appointees by the Oklahoma Historical Society.

THAT from September 1 to November 15, 2008, the public will be allowed to vote on the official Oklahoma Rock and Roll Song to be presented to the First Session of the Fifty-second Oklahoma Legislature in 2009.
